Max 3 glass surfaces composited at once (§5.3) — while a dialog scrim shows, toasts render opaque surface-raised.

Fixed above the floating dock so a toast can never overlap it (§7, Session-2 amendment). Offset concretized at 96px = the dock clearance used by form footers (G2-5); §7 left it “TBD in build” — flagged for veto in the README. Static stage below (the dock itself is shell chrome, M3).
