Opaque surface-raised, never glass (Round 7). Spring entrance — menus arrive (§8). Hover = quiet selection tint; ARROW KEYS = primary-solid + white (loud transient focus, LOCKED §13). Danger rows stay danger in every state.

Popover — opaque raised card

Same material rule as menus. Content popovers get card padding; the bell and dock “+” popovers (shell chrome) build on this.
